Congo Man Not Prosecuted for Domestic Violence Because of ‘Cultural Incompetence’ Took Class on Laws and Customs of United States

The resident of Manchester, New Hampshire received instruction and assistance from a refugee-resettlement group soon after he arrived in the United States in 2015 — including education about domestic violence laws. Last year a prosecutor declined to pursue six charges of domestic violence against the man, because of his purported “cultural incompetence.”
