Jail for Drug Overdoses?

A candidate for the board of aldermen in Manchester, New Hampshire is calling for a 30-day jail sentence for people who overdose on drugs and have to be revived with Narcan, followed by 60 days for a second occurrence and 90 days for a third occurrence. The candidate, Bob O’Sullivan, says the measure would save lives; critics say it wouldn’t and would prevent addicts from seeking help.
