No Residency Requirement.The state's right-to-shelter law is causing a lot of problems right now — and Healey and the Democrats on Beacon Hill won't implement the obvious solution to the problem: a six-month residency requirement.."We've got a lot of people who have family in New Hampshire, for example," Healey told GBH News this past weekend. "They may come and go to in-laws over the border and it's just to say, I think we gotta be careful when we're talking about something like residency.".Instead, the administration will continue paying to put non-citizens, including illegal immigrants, up in hotels and motels.
